North Carolina uses a Graduated Licensing System for new drivers under 18. Here's a quick breakdown:
Level 1 – Limited Learner Permit (at age 15)
Supervised driving only
Hold for at least 12 months
Level 2 – Limited Provisional License (at age 16)
Unsupervised driving allowed with some restrictions
Level 3 – Full Provisional License (at age 17)
Unrestricted license if prior stages are completed without violations
To apply for a Level 1 Limited Learner Permit (for ages 15–17), you must:
Be at least 15 years old
Be currently enrolled in a Driver Education course
Present a Driver Education Certificate from a state-approved provider
Bring a completed Driver Eligibility Certificate (issued by your school)
Pass a written knowledge test, vision test, and traffic sign test
Provide proof of:
Identity & Date of Birth
Social Security Number
NC Residency (2 documents)
Legal presence (if applicable)
