Graduated Licensing Timeline

North Carolina uses a Graduated Licensing System for new drivers under 18. Here's a quick breakdown:

  1. Level 1 – Limited Learner Permit (at age 15)
    • Supervised driving only
    • Hold for at least 12 months
  2. Level 2 – Limited Provisional License (at age 16)
    • Unsupervised driving allowed with some restrictions
  3. Level 3 – Full Provisional License (at age 17)
    • Unrestricted license if prior stages are completed without violations

North Carolina Learner’s Permit Requirements

To apply for a Level 1 Limited Learner Permit (for ages 15–17), you must:

  • Be at least 15 years old
  • Be currently enrolled in a Driver Education course
  • Present a Driver Education Certificate from a state-approved provider
  • Bring a completed Driver Eligibility Certificate (issued by your school)
  • Pass a written knowledge test, vision test, and traffic sign test
  • Provide proof of:
    • Identity & Date of Birth
    • Social Security Number
    • NC Residency (2 documents)
    • Legal presence (if applicable)
